Matthew leverages over twenty years of experience in risk management and is a highly respected international security and foreign policy professional. His unique experiences in complex risk-related matters encompass international and multi-jurisdictional investigations, continuity of government planning, counterintelligence, counterterrorism, counterespionage, protection of world leaders, safeguarding national security-priority venues, advanced security measures, critical asset protection, major event planning, threat intelligence and international security-related foreign policy initiatives.
At Kroll, Matthew specializes in all aspects of proactive and reactive risk mitigation, including business continuity and resilience, crisis preparedness, international travel security, geopolitical risk analysis, major event security planning, executive threat assessments, complex threat management, investigations, security master planning, technical security solutions, and all aspects of operational security and emergency planning/preparedness.
Prior to joining Kroll, Matthew excelled as a U.S. Diplomat, Special Agent and Regional Security Officer with the U.S. Department of State’s Diplomatic Security Service. Most recently, he was responsible for overseeing and administering a sophisticated series of overlapping physical, procedural and technical security programs to protect over 200 employees, a high-value national security facility and classified national security assets at the U.S. Mission to the United Nations.
Matthew served in one of the department’s most esteemed positions, the Executive Office of the Secretary of State in Washington, D.C., alongside the most senior members of the State Department, including the Secretary of State, Deputy Secretaries of State, Under Secretaries of State, and their senior staffs. Matthew was a senior advisor on matters of international security, law enforcement and the protection of classified/proprietary information alongside complex insider threat, counter-espionage and counterintelligence programs.
Earlier in his career, Matthew oversaw the U.S. government’s long-range bilateral offerings related to security, law enforcement, emergency preparedness, crisis response and intelligence collaboration for high-profile international events, including the Summer Olympics (London, UK); Winter Olympics (Sochi, Russia); FIFA World Cup (Brazil); Pan Am Games (Guadalajara, Mexico); and the Summer Olympics (Rio de Janeiro, Brazil).
Previously, Matthew was also a member of the Regional Security Office at the U.S. Embassy in Dublin, Ireland, where he oversaw all physical, procedural and information security programs at the Embassy, as well as acted in a liaison capacity between the Irish police (An Garda Síochána) and the U.S. law enforcement community. In this role, as is typical at U.S. Embassies abroad, Matthew oversaw the tactical and operational readiness of the U.S. Marine Corps Detachment stationed at the Embassy.
Prior to that, Matthew was a senior member of the Regional Security Office in the remote and disconnected areas of Al-Hillah, Iraq, where he was responsible for the safety and security of over 900 American, Iraqi and other multinational personnel on a day-to-day basis. Matthew was Special Agent in Charge of high-threat protective details, to include high-profile and undercover/low-profile protective operations, supervising more than 500 Protective Security Specialists.
Matthew excelled in “expeditionary diplomacy” and was one of the early Regional Security Officers to re-enter Tripoli, Libya, after the fall of the Gadhafi regime to re-establish a U.S. Embassy and re-build the U.S. presence in the country amidst roaming militias, political instability, and daily/nightly armed conflicts. For this, Matthew earned the Secretary’s Expeditionary Service Award. Additionally, he has received numerous awards from the U.S. Department of State, Diplomatic Security, including Individual Superior Honor Award (2015, 2011); and Meritorious Honor Award (2017, 2013, 2011).
Matthew holds a B.A. in international studies from American University. He is a member of the Association of Threat Assessment Professionals (ATAP), the Overseas Security Advisory Council (OSAC) and ASIS International.
